For the development of Honours courses, the present staff of a Lecturer (filling a Reader's post) and a part-time Lecturer, must be considerably strengthened.

It is recommended that the post of Reader be converted to a Chair, and the posts of Lecturer (at present filled) and Assistant Lecturer created, appointments to be made by the dates shown:·

The present part-time arrangement is unsatisfactory. Full-time appointments to develop solid degree courses in French, and eventually Portuguese, are essenti al. French is a major subject of study in some local schools. The Portuguese population in the Colony is sufficiently large to warrant the University's offering courses in their culture; pride of Portugal is a strong local sentiment, and there is little doubt that studies in Portuguese would receive strong support from the Portuguese communities both in Hong Kong and Macau.

It is recommended that the present part-time arrangement be abandoned, and the following posts created:

For the development of Honours courses in Pure Mathematics and Applied Mathematics it is essential that the present staff of one Professor, one Lecturer and one Tutor should be strengthened. Assistance from the Department would also be required by the proposed Department of Statistics.

It is recommended that the following posts be created between 1950 and 1953, according as the need is established:

DEPARTMENT OF PHILOSOPHY

There is need for the formation of a Department of Philosophy, to integrate present part-time appointments in Logic, Ethics and Philosophy. For effective teaching under present commitments these arrangements should be abandoned, and the existing staff of one full- time Lecturer replaced by a Reader and a Lecturer; a further Assistant Lecturer will be required by 1951 or 1952.

It is recommended that existing arrangements be replaced by the creation of a Department of Philosophy with the following posts, appointment to be made by the dates shown:
